借鉴国外经验,提出由海事院校、模拟培训机构、各VTS中心分别完成理论基础教学与考试、模拟器演练与评估、岗位培训与签证的VTS人员培训与认证体系设想,建议建立有特色的VTS人员培训与认证体系。

Training and certification for VTS personnel of MSA

This paper referencing to the experiences of training and certification of overseas VTS centers, offers for consideration that the training and certification of VTS personnel involved in basic training, practice and evaluation on simulator, on-the-job training and endorsement should be implemented by maritime university, institute of simulator training, and VTS center. Suggest that it be necessary to establish the Chinese characteristic system of training and certification for VTS personnel.
