| 摘 要： | 当代国家理论甚为关注现代国家与治安体制之间的本质联系,并将治安体制的建立定为国家政权建设的重要环节。改革开放以来,党重新界定阶级斗争的内容,从治安管理角度界定了国家职能的内容。然而,以国家为中心的严打政策片面强化了国家权力自上而下的命令式动员。在市场化改革的条件下,由于社会力量的生长,以国家为中心的治安体制逐渐向多元合作的治理机制转变,这一转变从一个侧面反映中国国家政权建设正逐渐走向国家权力与社会力量相互依存与治理合作的道路。
