| 摘 要： | 全面回顾了天津市30年来城市交通发展经历的两个阶段——骨架路网发展阶段和现代化综合交通体和怏速发展阶段，总结每个阶段的主要交通特征以及交通战略的转变。在肯定天津市城市交通发展取得成就的同时，反思公共交通、交通与土地利用、交通管理与控制方面存在的不足。基于新形势下交通发展面临的机遇与挑战，提出未来解决天津市城市交通问题的战略思路：协调交通与土地利用关系，构建双城一体化骨架路网，形成双城间大中运量公共交通骨架体系，加强交通管理等。
