2011年11月27日,第5次全国妇女儿童工作会议在北京召开,国务院总理温家宝在会上强调,国务院已责成有关部门迅速制订校车安全条例。该指令是针对2011年11月16日发生的甘肃正宁县幼儿园校车事件的回应。12月7日,《校车安全条例》(初稿)相关内容意见征求座谈会在北京召开。
