| 摘 要： | 高水平的大学与高校师资队伍建设是关系到高校人才培养质量的实施人才强校战略也是高等院校改革和发展的根本出路,人才资源是高校发展的基础,深化新时期的高校人事改革就是从人事管理制度和分配制度入手,优化教育教学环境,科学制定发展规划.本文将通过以人才为核心的高校人事改革和以人为本的人文环境建设方面入手,从不同视角对高校人才强校战略提出了思考和建议.
