| 摘 要： | 针对高速公路应急指挥系统所应有的电话调度与在线会商需求,提出了采用SIP协议的调度电话系统.系统包容了现行所有的语音通信方式,拓展了高速公路的调度指挥范畴.采用IP网络实现的会议等管理功能,在系统接入能力、会议组织能力等方面,超出了传统方案,同时可大大节省应用开支.
