| 摘 要： | 2010年全球海盗兴风作浪,被劫持船舶及人质数量均创历史新高。为引起国际社会对海盗问题的关注,国际海事组织将2011年世界海事日主题定为＂协调一致应对海盗＂。通过分析2010年海盗发展态势,本文从主管机关、航运企业、船舶及海军四方面提出切实可行的应对措施,减少海盗对航运业的影响,降低被劫持的风险。
