海权性质、海权结构及海权系统

海权的性质是关于权利与权力的综合体，无论从排他性及共有性角度来考量，都有其学理、法律及历史上的意义．海权的结构可以从学理上来考量，更需要从现实角度来考量，甚至包括软海权与硬海权的关系．海权系统更为复杂，既存在整体与部分的关系，也存在层次性与结构性的关系、开放性与稳定性的关系、以及海权系统的目的性与自组织性的关系．

Properties of sea power is complex on the right and power, whether from the exclusive and commonality standpoint, has its theoretical, legal and historical significance. The structure of sea power can come from physical considerations; need more from a practical standpoint, even including the relationship between soft sea power and hard sea power. System is more complex, not only the existence of the relationship between the whole and the part, also the existence of the relations between the levels character and the constitutive property, and between the open and stability, and between the purposeless of the System of Ocean Power and its self organization.
