在改革背景下构建新型城市轨道交通标准体系研究

构建城市轨道交通新型标准体系是中国标准化改革的任务。以政府主导的标准制度是城市轨道交通标准体系建设缓慢的主要原因,技术法规和市场缺位是问题的根源。新型城市轨道交通标准体系是以技术立法为顶层设计,从中国现行标准制度出发,按照技术法规体系设计和技术标准体系设计两条主线结合建立的标准体系。新型标准体系符合国际技术法规规则,按照市场规则设计,采用政府标准制度并结合了中国国情,具有可操作性。

Construction of A New Urban Rail Transit Standard Sys-tem under the Background of Standardization Reform

The construction of a new standard system for ur-ban rail transit is the task in standardization reform of China. The government-led standard system is regarded as the main reason for the delay of urban rail transit standard system con-struction,while the lack of technical regulations and the mar-ket vacancy are the root causes for the problem. Since the construction of a new urban rail transit standard system is based on the top-level design of technical legislation,so start-ing from the point of current standard system in China,and combined with two main lines of technical regulation design and technical standard design,a new standard system is set up. Complying with international rules of technical legislation,this system is designed according to market rules,adopts a govern-mental standard system and combines with national conditions of China,therefore has great maneuverability.
