Talk about Construction of Water Administrative Law Enforcing in Qinghai Province

In order to actively carry out and implement policy of the Central Principle for regulating rivers and watercourses as well as the new thinking about regulating rivers and watercourses of the Ministry of Water Conservancy as well as to greatly advance the construction of the legal system of water conservancy for ensuring the sustainable utilization of water recourses, so in the combination with the water working practice in Qinghai Province, the paper states the understanding of water administrative law construction, the existing problems and countermeasure to advance further the work for regulating rivers and courses, water management and water utilization as well as to build and develop a harmonious society.
