现代轮机管理与船舶安全航行

现代轮机管理不但应包含传统的技术内容，但应由行政管理、法律管理、经济管理、思想教育管理和咨询管理等多方面组成。该文从现代轮机管理的角度论述了加强船舶轮机部科学管理与船舶安全航行的密切关系。文中引用了几起典型的海事案例，重点研究、分析了船舶主机由于故障隐患、操作错误、人员疏忽而至一旦失灵，将会给船舶安全带来严重影响和危险后果；机舱设备故障等因素引发的船舶火灾及应急处理不当，造成的船舶及人命财产的巨大损失和惨痛教训。从而指出了在航运公司、船技处和船舶轮机部开展安全教育，推行安全技术对策的重要意义。文中还从现代轮机管理的概念出发，多方位地提出了防止船舶主机失灵及机舱火灾的一些有效措施。

Modern Marine Engineering Management(MMEM) and Ship's Safe Sailing

Modern Marine Engineering Management (MMEM) includes not only the traditional technology but also the administrative management, legal management, economic management,ideological education and advisory management, etc. Based on the MMEM, this paper discusses the close relationships between the scientific management of the ship's engineering department and the ship's safe sailing. The paper quotes a few typical maritime cases and analyses the serious influences and dangerous consequences to the ship's safety and human life and huge losses as well as miserable reasons because of the main engine's failure owing to the hidden troubles, operation failure and personal negligence and fire and inappropriate emergency handling due to engine failure. Furthmore, the paper points out the great importance of safely education in shipping companies, technical departments and marine engineering departments. Based on the concept of the MMEM, the paper puts forward some effective measures to prevent the main engine failure and the fire in engine room.
