| 摘 要： | 2007年．交通部部长李盛霖在全国交通工作会议上提出要“破解交通由传统产业向现代服务业转型这一题目”。因此，在阐述陕西省公路交通运输业现状及特征的基础上，分析陕西省公路交通运输业向服务业转型的制约因素，并提出相应的对策及措施，对于促进交通运输业的发展具有重要的意义。

| Abstract: | Li Sheng-lin, Minister of Ministry of Communications indicated the subject that transforming traffic from conventional industry to modem service industry need to be solved at the national conference on traffic work in 2007. Therefore, basing on the expatiation of actuality and characteristics of Shaanxi provincial highway transportation industry, the paper analyzes the restrictive factors in the transformation of Shaanxi provincial highway transportation industry to service industry, moreover, presents corresponding countermeasures and measures, which have great significance to accelating the development of transportation industry. |
