城市轨道交通工程重大变动环境影响评价管理初探

对2011—2014年环保部审批的31个城市轨道交通变更环评项目进行系统梳理,总结其主要变更情况。结合最新的变更环评管理要求,从性质、规模、地点、采用的生产工艺以及环保措施等5个方面对城市轨道交通主要变更情况进行分类,并提出其重大变动的界定条件。分析总结城市轨道交通变更环评的重点评价内容。最后,从国家和地方2个层面提出对策措施,并建议强化环境监理和出台相关指导性文件,以期提高城市轨道交通环境管理水平。

First Exploration on Environmental Impact Assessment for Significant Changes in Urban Rail Transit Projects

Thirty-one EIA documents on changed urban rail transit projects approved by Ministry of Environmental Protection from 2011 to 2014 were systematicaly analyzed,and the major changes in urban rail projects are summarized,which are classified on the basis of new requirements of EIA of changed projects and in terms of the features,scales,location,production technology and anti-pollution measures.The concept of "major changes" is defined and the major points of EIA of the changed urban trail projects are summarized.It is suggested that environmental supervision should be strengthened by the governments at both the central and local levels.Some guiding principles are proposed to improve environmental management in urban rail transit projects.
