| 摘 要： | 在揭示了目前大中型水利工程特点及建设与管理存在的主要问题的基础上,介绍了“代建制”建设管理模式的特征和优点;分析了在我国水利建设领域采用“代建制”模式的必要性和可行性,提出了大中型水利工程建设推行“代建制”模式的一些建议。
