| 摘 要： | 为了统筹指导城市ITS建设，发挥大交通管理的优势，实现综合交通的可持续发展，提出了大交通模式下的ITS体系框架，对框架的4个层次——基础层、数据层、应用层、表现层分别进行了展开，同时提出了“一套保障体系”，为城市ITS建设提供保障措施。

| Abstract: | In order to guide urban ITS construction,to exploit the advantages of general communications management and to realize the sustainable development of general communications,this paper presented an ITS architecture of general communications,and explained the four layers including foundation layer,data layer,application layer and performance layer.Meanwhile,"a set of security system" was presented to safeguard the urban ITS construction. |
