浦东新区2001年8月5日特大暴雨后的思考

浦东地处东海之滨 ,受海洋气候影响是暴雨等灾害性天气多发地区之一。首先介绍 2 0 0 1年 8月 5日特大暴雨雨情、灾情、抗灾、积水原因分析及对策措施 ,防御暴雨侵袭减轻洪涝灾害带来的损失 ,笔者提出必须标本兼治 ,疏浚主要河道 ,增加排水口门 ,保护水面积 ,提高河道、园沟的蓄水功能 ,加强管理 ,提升排涝设施能力 ,为浦东新一轮开发开放服务

Thinking after Catastrophic Rainstorm on August 5, 2001 in Pudong New Zone

Pudong is located on the banks of the Donghai Sea. It is affected by maritime climate, it is one of the frequently-occurring districts of calamity climate such as rainstorm etc. Firstly, the paper introduces the analysis, countermeasure and measure of the rain condition, calamity condition, anti-calamity and waterlogging causes of the catastrophic rainstorm on August 5, 2001. It is also introduces to defend the attack of rainstorm and to lighten the loss from flood and waterlogging calamity. The author puts forward that it must be treated the calamities by looking into both its root cause and symptoms, must be dredged the main river courses, must be increased the doors for draining, must be protected water area, must be enhanced the function for water store of the river course and round ditches, must be strengthened management and must be sharpened the ability of the waterlogging facilities to serve the new development and opening in Pudong.
