The Characteristics and Development Trend of Market Access Administration System of EU Motor Vehicles

This paper reviews the development of the EU type-approval Framework Directive and introduces the government responsibilities and the typical type approval processes.Furthermore the paper focuses on the EU motor vehicle type-approval system based on the EU directives,and then summarizes it as a mandatory,open and transparent system exercising strict supervision on the code of practice with emphasis on safety and environmental protection.Combining the policies and regulations issued in the recent two years,the following development trends of vehicle type approval are put forward:the more stringent requirement shall apply;the new technologies will improve the standard system,and the market access administration of autonomous driving will be actively promoted.The paper has a certain reference significance to both the administration of China’s motor vehicle industry and the exporting and access to the EU market.
