| 摘 要： | 交通影响评价是土地开发项目立项或审批阶段一个必不可少的前期程序,其准确程度和执行情况直接影响城市交通运作,因此管理程序显得尤为关键。广州市自1996年开始推行交通影响评价并发展至今,已经成为政府管理部门决策审批的有力依据,但也存在很多问题。对广州近十年的发展历程和各类使用情况进行了回顾,总结了其对象、环节、内容和作用等4个方面的模式特点,通过程序依据、对象选择、技术规范、编制资质、委托机制、审查方式和实施制度等多个方面存在问题的思考,对广州多年来交通影响评价的有益实践和发展缺憾进行全面探讨,并提出了法定化管理的展望。
