| 摘 要： | 按照环境保护部之前作出的决定,2012年1月1日即为实施国Ⅳ排放标准的既定时间,但环保部却在2011年12月29日这一关键时刻作出推迟实施的决定.虽然按照市场状况推算,作出推迟实施的决定已被视为定局,但将公告于原定标准实施时间的前2天发布,则显得我国机动车排放标准升级工作目前所处境地十分尴尬,更使得负责政策法规实施的相关管理部门的公信力受到再次质疑.

The Effectiveness of National Standard Ⅳ to be Postponed |

| Abstract: | according to the Ministry of environmental protection,the new National Standard iV should have been in effective on Jan.1st 2012.However,Dec.29,2011,the Ministry of environmental protection decided to postpone putting it into action,which had obviously made the process of domestic emission standard upgrading in a difficult position again.it is true that the accountability of the related government departments of regulations and policy has been questioned by the public. |
