On the Establishment of the United Railway Guarantee System Against Emergency and Natural Disaster, and Our Reflection

Railways are the main arteries of national economy and national defense construction. To fight against natural disasters, traffic accidents, and other emergencies that may endanger railway transportation, and to ensure the smooth transportation by railways during both peace time and war time, it is extremely necessary to establish a united railway guarantee system made up of armed forces, police, local governments and railway units against natural disasters and emergencies. The paper introduces the organization process of such a system and how to deal with problems concerned. Practice proves that such a system is a powerful weapon in combining wartime use with peacetime use and quickly and effectively ensuring the safe and smooth operation of railways, and has obvious advantages. Practice also shows that the system still needs further improving and perfecting in practice.
