| 摘 要： | 就铁道部公布的招标文件补充文本,结合工程实践及招投标过程中的使用情况,对评标办法中的不降造费用、总承包风险费、安全生产费相关条款在实际中可能产生的歧义和可能执行难的问题,提出修改或改进的建议;对投标报价算术性校核、不平衡报价的处理、甲供材料设备的供应和结算以及施工图量差的处理等问题进行分析,并提出相关建议。以期通过探讨铁路招投标工作的科学合理性,推动铁路建设管理水平的提高。
