指出深入推进军交运输信息化建设,要破除无所作为、一蹴而就、按部就班等观念,树立积极进取观、科学发展观和跨越式发展观,要瞄准前沿发展、立足当前需要及围绕能力生成抓建设,要改变传统的重规模数量、轻质量效能的工作思路,依靠系统推进与突出重点相结合、军队力量与利用地方资源相结合和全面建设与实际应用相结合的方法搞好军交运输信息化建设工作。

It is pointed out, in the paper, that to promote the information construction of military traffic, such muddled ideas as our being unable to do anything to help, or our being able to complete it at one stroke or our need to do it in a traditional sequence, etc. should be overcome and at the same time the active enterprising spirit, scientifically developing ideas, and the leap-over notion should be established. Aiming at the forefront development, and taking account of our present needs, we should focus our construction on the formation of our ability, with the traditional thinking of paying too much attention to large scale and quantities while paying little attention to quality and efficiency got rid of. Relying on the systematic promotion combined with certain stress placed on some key projects, the armed forces combined with local civilian resources, and the over-all construction combined with practical applications, we are sure to be able to do a good job of the information construction in military transportation.
