北方海区救助力量部署优化

摘    要:为科学部署海上救助力量,提高海上应急救助效率,结合北方海区专业救助力量部署现状,对救助力量部署的合理性进行分析,基于 P -中值原理建立救助力量部署优化模型,并利用MATLAB遗传算法进行优化。分析结果表明:目前北方海区救助力量部署相对合理,同时也存在一些薄弱环节,优先考虑在青岛与北海4号位之间、靠近南北航线适当位置处设置船舶重要待命点。该研究方案可有效解决海上救助资源配置问题,对于解决我国海域救助力量优化部署问题具有一定借鉴意义。

Abstract:The rationality of the rescue force deployment in the northern China waters is analyzed in terms of the efficiency of the emergency rescue operation. The deployment optimization model is established based on P -median theory and calculated by means of the genetic algorithm in MATLAB. The analysis shows that the current deployment of the rescue forces in northern sea area is basically reasonable, but there are a few weak links to be dealt with. It is suggested that an additional standby point close to the North-South navigation route should be set up between Qingdao and Beihai No. 4 standby point. The plan can effectively allocate the marine rescue resources and be the reference for optimizing rescue force deployment.
