三峡库区变动回水区交通事故统计分析及对策研究

摘    要:为更好地开展水上交通事故分析研究,提高我国水上交通安全水平,分别从船舶事故种类、时空分布等角度对2006~2010年三峡库区变动回水区水上交通事故进行统计分析,包括事故种类分布特征、事故时空分布特征等。统计结果表明:触礁、搁浅、碰撞、自沉4类事故占事故总数的85.43%;5月和8月为事故高发期,1月和12月事故数量较少。在此基础上进行了事故致因分析,并分别从船员、通航航行、船舶、管理几个因素出发,提出了改善对策。

Abstract:For improving the maritime traffic safety management,the accident data of the fluctuating backwater area in the Three Gorges Reservoir Areas from 2006 to 2010 have been collected,including the types of vessel accident,time-space distribution of vessel accidents and so on.According to the statistical results,running against a rock,vessel aground,collision and sinking are the main reasons for vessel accidents.For a period of a year,most accidents happen in May and August,and few happen in January and December.Based on the analyses of results and the factors of crews,navigation,vessels and management,the accident causation has been discussed.Furthermore,the improvement is proposed to help the authority to deal with the problem.
