| 摘 要： | 通过对国家铁路建设规模急剧扩张时建筑行业在人力资源与市场需求之间种种尖锐矛盾的列举，分析了目前一些施工企业在人力资源管理及履约等方面的困境和困惑及其成因，从市场应对、盘活和稳定企业人力资源到培育内外部人力资源四个方面由近及远地提出了一些具体的构想和建议。

| Abstract: | In the paper, the contradictions between the human resources of construction enterprises and the requirement of the market under the condition of dramatic enlarging of construction scales of railway works in China are listed, the problems in the human resource management and human resource contract fulfilling, as well as the causes for the prob- lems are analyzed and some countermeasures are recommended in aspect of meeting the requirements of the market, taking full use of and stabilizing the existing human resources of construction enterprises and developing external human resources. |
