规范水路行政执法行为势在必行

尽管水路各门类法规比较完善,也有了一支人数较为庞大的水路综合执法队伍,但社会上有法不依、执法不严的现象还十分严重。要减少和消除这些现象,必须提高水路执法人员的综合素质,依法执政。同时加大对水路法规的宣传力度,加强对行政管理相对人的执法意识教育,才能不断完善和规范水路运输市场。

Although all Kinds of rules and regulations on waterway are quite perfect and also there has been a large number of Law-enforcing staffs,at present in our society,there are such serious phenomena that some staffs do not conduct in accordance with the laws and do wot enforce the laws strictly . To reduce and eleminate such phenomena,we must enhance the comprehensive qualities of Law-enforcing staffs. And conduct according to the law. At the same time,we must strengthen the propaganda of the laws on water way and enhance the education on those staffs so than we are able to standardize the water transportation warkets perfectly.
