| 摘 要： | 项目安全组织结构、项目安全保障工作、项目安全监视工作和项目安全关键控制点(安全里程碑)是构建项目安全保障体系的四大关键要素。从CTCS-3系统集成项目实际出发,结合欧洲成熟安全保障理念和最佳实践,对构建适应CTCS-3系统集成的安全保障体系进行详细论述。工程实践证明,本安全保障体系能够有效适用于我国CTCS-3客运专线通信信号系统集成项目安全管理。

| Abstract: | The project safety organization structure, safety assurance work, safety monitoring work and the key safety control point （the safety milestone） are the four key points of the safety assurance system. Combing with mature European safety assurance concepts and the optimum practice, the paper presents a safety assurance system for CTCS-3 system integration from practical conditions of CTCS-3 system integration project. Engineering practices show that this safety assurance system can be effectively applied to the safety management of signal and communication system integration for CTCS-3 passenger dedicated lines in China. |
