| Abstract: | According to some experiences in"Heibe-Sunwu section in Hada highway","Daqing to Qiqihar section in Suiman highway"and"Jixi-Mudanjiang section in Heda highway"openly invited bids early or later in Heilongjiang,preparation of bids submittal,compilation of bids tactics and techniques of bids submittal are researched on from owners points.Relevant restrictive measures and perfection of the procedure of bids invitation are presented. |
