地铁突发事件的防范及应对措施

广州地铁主要从技术措施和组织措施两方面进行地铁突发事件的防范及应对,多年来有效地控制了突发事件的发生、发展,并将突发事件的影响(损失)降到最低程度,从而保障了地铁运营的安全.技术防范措施包括采用先进的技术设备及安全监控设备、加强对技术设备系统的维护管理和对应急工器具的配备管理;组织防范措施包括建立高效、可靠的运营调度指挥系统,建立运营值班、巡视管理制度,稳定运营组织方式,加强地铁设施保护和地铁安全教育,营造良好的社会环境,制定地铁各类突发事件应急预案等.

On the Prevention and Management of Metro Emergencies

Over years, Guangzhou metro authority has exerted great efforts in terms of technology and organization to prevent or control emergencies. In consequence, the occurrence as well as the impact of emergencies has decreased to the lowest possible level or degree, which provides a guarantee for the safety of its metro operation. With respect to technological prevention measures, Guangzhou metro has adopted advanced operation and monitoring facilities, and strengthened the maintenance of technological equipment systems and the management of distribution of emergency response devices and tools. As for its prevention measures in organization, Guangzhou metro has established a highly efficient and reliable control system, and an operation shift and patrolling management system; it has adopted fixed operation organizations, strengthened the protection of metro facilities and the education in metro operation safety so as to create sound social environment, and has formulated various preparedness plans for metro emergences.
