加快推进铁路项目前期工作确保铁路建设顺利进行

“十一五”开局之年,铁路建设前期工作取得了阶段性成果:铁路项目审批保持势头;设计市场扩大开放,充分调动和利用国内外勘察设计资源;勘察设计质量进一步改进和提高。2006年和2007年的项目前期工作是实施铁路“十一五”规划的基础。在当前和今后一段时期,要认清前期工作面临的形势和任务,把握好铁路建设发展的时序和重点,发挥铁路的比较优势,科学选线定标,强本简末,做好投资控制,以科学发展观统领铁路建设,依法规范推进,加强领导,落实责任,各方协力,进一步采取切实有效的措施,努力完成2006年建设前期工作任务,确保整体目标的实现。

Accelerate Work in Early Phase of Railway Projects to Ensure Smooth Progress of Railway Construction

In the first year of the 11th Five-Year,achievements have been obtained in railway construction.Work in early phase to be carried out in 2006 and 2007 serves as the foundation for railway planning in the 11th Five-Year period.Therefore,we shall understand sequence and focus of railway construction,apply scientific development outlook to guide railway construction,and combine forces of each sides,so as to complete work in early phase of construction and ensure realization of overall target in 2006.
