| 摘 要： | 空中交通流量管理是为解决空中交通拥挤而进行的系统规划管理。以机场、航路管制区作为飞行流量限制节点，建立基于地面等待的流量管理整数规划模型，模型全面描述了各种制约因素影响，实例证明此模型对解决空中交通拥护问题是有效的。

| Abstract: | Air traffic flow management is a systematic programming management for solving air traffic jams. In this paper, by using flight routes and aerodrome areas as the nodes to control air traffic flows, an integer programming model of air traffic flow management based on holding on ground is established. The effects of various constraints are discussed overall in the model. A practical example proves the effectiveness of this model in solving air traffic jams. |
