交通影响后评价现状及其作用

目前交通影响评价在实际操作中仍存在执行程序形式化,评价过程不准确,评价结果无反馈,实施结果无监督等问题,降低了交通影响评价应有的预期效果,致使城市交通与土地利用之间的矛盾更加突出.交通影响后评价能够对交通影响评价结果进行检查与反馈,对解决现有交通影响评价中存在的问题具有重要的意义.首先概括了交通影响评价工作在我国实际操作过程中普遍存在的问题,之后从后评价反馈角度出发,提出了建设项目交通影响后评价的基本概念及其目的,并介绍了交通影响后评价在国内外的研究现状,最后指出了发展交通影响后评价的作用及意义,可为完善交通影响评价体系提供参考和借鉴.

Current Situation and Function of Traffic Impact Post-Evaluation

At present, traffic impact assessment （TIA） still has a lot of problems in the process of practical operation, such as the formalization of executive procedure, inaccuracy of the process of evaluation, without feedback following the conclusion of evaluation, no supervision on implement results, etc., which have reduced the anticipative effect of the TIA and resulted in a more extrusive contradiction between urban traffic and land use. The traffic impact post-evaluation （TIPE） can check and feedback the result of TIA, and it is significant to make use of TIPE to solve the problems in TIA. Firstly, this paper summarizes the problems in the process of practical operation of TIA in China, and then puts forward basic concept and purpose of TIPE, followed by the instructions of domestic and overseas research. At last, the function of the development of TIPE is pointed out. The research can offer reference for improving the system of the traffic impact assessment.
