欧盟的铁路市场开放政策

20世纪90年代初期，相对于航空、公路等其他运输方式，铁路运输的市场份额在欧洲已经处于相对下降的阶段。无论是客运还是货运，在过去几十年间，铁路运输的市场份额急剧下降。因此，欧洲联盟决定开放欧洲铁路运输市场，以刺激其竞争力和促进其进一步增长。从那时起，逐步开放铁路运输市场一直是欧盟委员会的优先政策。

Rail Market Opening in the EU

By the early 1990s rail transport in Europe had experienced a relative decline. Especially in freight-but also in passenger transport, rail＇s market share had drastically declined over the past decades. The European Union therefore decided to liberalise European railways in order to stimulate their competitiveness and to foster the growth of rail. Since then, a progressive market opening has been a policy priority of the European Commission.
