国防装备预先研究管理初探

国防装备预先研究是新型武器型号研制的必经之路,预先研究是型号降低研制风险,缩短研制周期,节省研制经费,增强技术储备,提高竞争能力,锻炼研究队伍的有效途径.针对目前国防装备预研工作现状,指出了我国预研管理体制中存在的问题和不足.结合多年预研管理体会,针对背景型号预研,在正确认识预先研究工作,合理进行资源优化配置,建立健全预先研究工作的各项规章制度等方面阐述了对国防装备预先研究管理工作的思考.

Primary discussion of national defence science and technology pre-research management

National defence pre-research is not only a necessary way of new weaponry development,but also an effective approach to reducing weaponry development risk,shortening research time,saving research investment,increasing technology deposite, enhancing competition ability and exercising personnel as well. Problems and deficiencies of pre-research management system were pointed out. Some advisements for the new class were expounded on comprehending pre-research,optimizing resource,constituting order and so on.
