| Abstract: | This paper, based on perspective of the optimizing ratio of administrative cost and safety benefit, applies the theory of risk management tools for Formal Safety Assessment （FSA） to the maritime supervision on site, discusses the new construction of maritime site supervision mode, then, optimizes the allocation of maritime resources further, realizing the closed loop management for risk. |
