海南省公路网安全保障对策研究

从海南省公路网区域发展现状、公路网布局和交通状况、交通事故分布规律、安全保障政策与措施的实施现状等多角度,分析了海南省公路网的安全状况,运用国内外安全保障对策研究领域较为成熟的研究成果,结合海南省公路网的实际情况,提出海南省公路交通安全保障的发展目标,并围绕公路网安全保障发展目标提出了三阶段的保障对策与实施方案。在此基础上,分别采用合理的交通安全设施、严谨的交通管理手段、先进的交通安全技术以及全面的社会安全教育等具体的执行方案和措施,系统、科学地建立起海南省公路网安全保障的对策和实施结构体系。
