| 摘 要： | 分析了美国海军应急海运力量的组成、规模和运行机制,论述了建立我国快速动员海运力量的必要性,从快速动员海运力量的船型构成和动员体制方面,提出了建立我国快速动员海运力量的初步设想,有利于建设全方位覆盖、全天候运行、快速反应和有效的现代化海上运输保障系统.

| Abstract: | Upon the basis of the analysis of the components, scale and operational mechanism of the Ready Reserve Force ot the US Navy,the necessity of building up a commercial vessel fleet by means of fast acquisition for urgent military sealift in our nation is dealt with from the angles of the composition of ship types and the mobilization mechanism in the paper, with some sug- gestions about the quick organization of the commercial ship fleet put forward. The paper may help build up an effective all- round, all-weather, and modern quick-response sealift support system. |
