规章制度与程序文件的关系探讨

规章制度和程序文件均为企业的管理文件,二者共存的现象极为普遍,但规章制度和程序文件间不能"无缝对接"的问题已不容忽视,二者之间的矛盾或冲突会直接影响企业的运作实效和经营绩效,也是"两张皮"的成因之一。从规章制度和程序文件的关系入手,阐述规章制度和程序文件不一致的成因和解决对策。提出针对企业的特点和相关因素的变化,适时对规章制度和程序文件进行同步修订、完善的理念,以达到企业管理文件动态、稳定、有效的目的。

Study the Relationship Between Rule & Regulations and Application Files

Rules ＆ regulations and application files are both management files in an enterprise. It is very common that all of them co-exist in an enterprise. However, we can not neglect the phenomena that rules and regulations can not be seamlessly connected with application files. The kind of conflict will directly influence the operation effi- ciency and performance of the enterprise, it is also one of the causes of ＂two separate systems＂. From the view- point of the relationship between rules ＆ regulations and application files, the authors discuss the causes why the rules and regulations are not consistent with application files and put forwards the countermeasures. The authors suggest that both the rules ＆ regulations and application files should be modified and improved at the right time to achieve the targets of dynamic, stable and effective management files of an enterprise.
