浅析我国公路隧道运营状况与技术标准

为逐步提升我国公路隧道运营管理水平和能力,通过对比分析国内外道路运营安全管理理念与实践发展,将公路隧道运营视作以人、车、路、环境、管理等要素构成且相互影响的动态系统,提出深化改革我国公路隧道运营体系可从建立健全运营技术标准体系、创新隧道安全改进技术、建立高效的应急救援机制等方面着手,并以建立健全我国公路隧道运营技术标准体系为先,并至少涵盖隧道为公众提供基本服务应达到的技术标准、管理者合理运营隧道的技术要求2方面内容,为规范公路隧道运营技术管理,提高运营效率、提升服务水平、保障运营安全提供依据。

Analysis of the Operation Status and Technical Standards of Road Tunnel in China

To gradually improve the level and capability of highway tunnel operation and management in China,highway tunnel operation is regarded as a dynamic system composed of human,vehicle,road,environment,management and other factors that influence each other,by comparing development of road safety management concepts and practices with foreign countries.Deepening reform of highway tunnel operation system in China can get started from the establishment and improvement of operation technical standard system,innovative technology of tunnel safety improvement,and the establishment of efficient emergency rescue mechanism,and so on.The establishment and improvement of operation technical standard system for road tunnel operation should be the first,which should cover at least two aspects,technical standards to be met for provision of basic services to the public,technical requirements for managers to operate tunnels rationally,so as to provide a basis for standardizing the technical management of the highway tunnel operation,improving the operation efficiency,improving the service level and ensuring the operation safety.
