| 摘 要： | 受传统生产生活方式和地域文化地影响,非水网地区的水运自身就存在着"先天不足"且乡镇船舶数量多、分布广,管理的难度大,容易突发水上交通事故.本文从创建水运安全文化能够减少和避免水上交通事故的角度,立足非水网地区实际,探讨了在水运安全文化相对薄弱的非水网地区着力构建水运安全文化的必要性和可行性.
