长江黄洲新滩险段通航能力论证及对策研究

黄洲新滩险段是长江位于皖苏交界处的咽喉要道,船经此段行驶是否安全、通行是否高效、营运是否经济,一定程度上会影响到长三角经济向中西部地区辐射的顺利实现。本文对黄洲新滩险段通航能力作了较详细的论证,提出了完善和改进现行通航规则的意见与建议,即在不同的时段实施不同的通航规则,高水位期实施分道通航制,中水位期实施双向航路制以及在枯水期实施单向通航制,对通航安全管理有着一定的参考价值。

A Study of Traffic Ability of Dangerous Huang-zhou-xin-tan Section in the Yangtze River and Its Countermeasures

The dangerous waterway Huang-zhou-xin-tan section is located in the Yangtze River at the junction of the route between An-Hui and Jiang-Su province. Whether vessels pass through this route safely , efficaciously and economically will affect the Yangtze River Delta economic radiation to the central and western regions. Based on studying the traffic ability of the dangerous Huang-zhou-xin-tan section, this paper suggested implementing different navigation rules at different times： for the flood-time using traffic separation scheme, the midwater-level periods taking the two-way route scheme, and the low-water season adopting the one-way route system. The author hope to provide some valuable referenceto safety maviga- tion management.
