| 摘 要： | 为了有效防范和化解金融风险，支持渐进转轨的顺利进行，就必须存在一个不是按照商业原则，而是根据政府偏好运作的资产管理公司，因此资产管理公司政策性收购和政策性处置均具有必然性。而随着体制转轨的不断深入和国有银行商业性不良资产的增加，二次剥离中采取了半政策性和半商业性相结合的方式也是符合整个渐进转轨逻辑的。

| Abstract: | In order to keep away and solve financial risk effectively and to guarantee smooth system transition, it is necessary to set up asset management companies whose operating mode does not abide by commercial principles, but responds to the government's needs. Therefore, it is inevitable for AMCs to take political purchase and disposition. With the advance of the transition and the increase of commercial bad debt in state-owned banks, AMCs practice a semi-political and semi-commercial operating mode, which accords with the logic of transition. |
