| Abstract: | The water compares with other resources,both has obviously take the natural region as the whole characteristic, and has cannot leave the economic region and the administrative division influence and the restraint, its development uses and moves the management to have to consider comprehensively with it correlation aspects,the water resources protective measures mainly takes the project measure and the non-project measure. |
