高速公路监理团队评价指标研究

摘    要:结合监理行业和监理团队中出现的问题,建立了一套反映监理团队实力的评价指标体系。首先对评价指标进行了层次设计,提出经济性、稳定性、专业性和荣誉感4个准则。设计了包括监理服务费率、平均收入水平指数、监理人员替换率、监理人员配备密度差异率、业务水平指数、社会声誉感指数等评价指标,并且确定了各评价指标的标准。各评价指标容易量化,在实际监理团队管理中具有良好的可操作性。

Abstract:A system of indicators is devised to evaluate the level of supervision team from the point of a chief supervision engineer.A structure is formulated including four criteria reflecting economic level,staff stability,profession level,and sense of honor.Evaluation indicators are provided including fee rate of supervision service,income level index,change ratio of supervision engineers,difference ratio of supervision engineer density,ability index,sense of honor index.These indicators are easy to qualified,and the system helps to comprehensively evaluate and compare the supervision teams,which is very important to manage the teams.
