农村公路投融资项目优先评价指标体系的构建

建设资金短缺是中国农村公路发展的主要障碍。农村公路投融资项目优先评价指标体系就是针对政府扶持地方公路建设过程中建设项目众多而资金相对不足的问题提出的,旨在对建设项目按轻重缓急进行排序,为相关金融机构对农村公路建设贷款提供决策支持。文章从农村公路建设条件和需求出发,纵观区域路网、经济、社会和环境四个方面,综合分析农村公路项目所带来的效益和影响,以量化的指标构建投融资项目优先评价指标体系。

Construction of Evaluation Index System of Priority of Rural Highway Investment and Financing Projects

The shortage of construction fund is the main barrier of China's rural highway development.The evaluation index system of the priority of rural highway investment and financing projects is aims at the issue that the basic construction items are legion but the fund is relatively insufficient,in the process of government's supporting in the local highway construction,and this system is for the purpose of arranging the basic construction items according to the priority,providing the decision-making support for the correlation financial organizations which will provide a loan to the rural highway construction.This paper embarks from the rural highway construction conditions and demands,looks over the regions including four aspects of highway network,economy,society and environment, and analyses the benefits and influence that the rural road project brings, in order to establish the evaluation index system of the priority of investment and financing projects by quantification index.
