川九路路面质量管理体系

摘    要:高品质的路面使用性能是由参与道路建设的各个方面共同努力而完成的,它开始于项目规划阶段,即设定该项目的建设目标;设计人员根据该建设目标确立技术方案和质量控制标准;然后通过由设计人员完成的设计文件和技术规范要求,将建设目标传递给施工承包商,最后由施工承包商、设计代表、业主、业主代表(监理)共同完成。本文首先介绍了高品质路面使用性能完成的过程,以及各参与方在此过程中的关系和作用;然后结合川九路介绍了路面质量保证体系的建立过程,以及与之配套的支付调整计划和奖励计划;最后介绍了路面质量保证体系的执行过程。强调了业主高层管理者的支持,和各方人员培训的重要性。

Abstract:Many participants are necessary in the quality process long before construction begins. The process of achieving quality begins with the planning sets the quality goals; then design determines the quality characteristics needed; and a set of plans and specifications produced by the designer communicate the "target" quality to the contractor and establish the rules by which the highway agency will assurance itself that the quality is achieved. All participants must perform their jobs well if the appropriate quality is to be achieved. The process of achieving quality in the completed pavement is firstly discussed, and the roles played by the participants in the quality process are examined. Then the steps required to develop a quality assurance specification including the establishment of pay adjustment schedules for the acceptance of lots that are found to not quite conform with acceptance criteria are presented. Finally, the steps that should be followed for the successful implementation of quality management system are also included in this paper.
