传统意义上的圈地运动指领主和乡绅用野蛮、暴力的手段将农民赶出租地，使其流离失所、无家可归，不得不成为雇佣劳动者。但实际上，农民在此过程中，既充当了被动的接受者的角色，也承担了主动推行者的任务，也并非所有的耕地都作为牧场。因为唯有让农民成为土地和劳动力的自由所有者，才能产生真正的生产率。这是农业发展的关键，也是工业腾飞的前提。
