This article thinks, as a law that guarantees human rights, the constitution must be always suited to the development of human rights. Modern human rights campaign has developed from non-universal to universal, from passive to active. The history of modern constitution and constitutional campaign indicated that constitution responded to human rights guarantee, which showed that the perfection of our constitution should begin from the practice of human rights development.
