结合江苏省普通国省干线公路网运行监测系统的建设实践,分析了普通国省干线公路网运行监测系统建设的必要性,按照交通运输部《公路网运行监测与服务暂行技术要求》提出了系统的组成架构,探讨了数据来源、监测设施布局、数据分析与信息应用、配套管理机制等方面存在的难点,提出了通过信息共享解决普通国省干线公路运行监测数据匮乏、加强社会资源合作提高出行服务水平的解决途径.

Analysis of Construction of the Highway Network Traffic States Monitoring System

According to “The Interim Technical Requirements of the Highway Network Traffic States Monitor and Service” by the Ministry of Transport and Communications, this article analyzed the necessity of the highway network traffic states monitoring system and put forward the system structure, combined with the practice of the construction of the highway network traffic states monitoring system in Jiangsu province. Furthermore, this article explored the difficulties existing in data sources, monitoring facility layout, data analysis and information applications, supporting management mechanism, and proposed measures to solve scarcity of the data which reflected the highway network traffic states, through sharing information and strengthening social resource cooperation.
