| Abstract: | This paper tries to sort and analyze the functions of VTS by using the public service theory with a view to detecting the problems concerning the allocation of VTS functions and providing some suggestions on putting the VTS functions in a correct direction. Such suggestions may be used for reference in decision-making to bring the VTS functions into full play. |
